Delegate Akers moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

H. B. 4466 -- “A BILL to amend and reenact §60-6-9 of the Code of West Virginia, 1931, as amended, relating to making it a misdemeanor to being under the impairment of controlled substances in public; providing for criminal penalties, fines and education upon conviction thereof; and providing that three convictions for public intoxication by way of controlled substances within the preceding six months is considered evidence of dependence on controlled substances”;
